Two construction workers died and three others were injured when a vehicle careened off the IC17 highway in Odivelas early this morning, striking a work van preparing for road repairs. The Portugal Public Security Police (PSP) are investigating the crash, which closed the Sacavém-Algés corridor for more than four hours during the morning commute.

What Happened at Kilometer 10.4

The collision occurred around 02:45 at kilometer 10.4 of the IC17 in the stretch between Odivelas and Pontinha. According to emergency response reports, a vehicle lost control and veered into a stationary work van parked on the shoulder. The van belonged to Vialsil, a civil engineering contractor, and was positioned for scheduled road maintenance work.

The two workers killed were ages 25 and 52 and were outside the vehicle or setting up equipment when the impact occurred. Three additional individuals sustained injuries and received emergency medical treatment.

Emergency Response

A total of 25 emergency personnel responded to the scene, drawn from municipal fire brigades, the Instituto Nacional de Emergência Médica (INEM), the PSP, and Infraestruturas de Portugal, the state roads authority. Ten vehicles were deployed, including ambulances, fire engines, and traffic management units.

The entire Sacavém-Algés direction was blocked for approximately four and a half hours, creating significant disruption for commuters heading toward Lisbon's western suburbs. The roadway reopened shortly after 07:00. The closure affected access near the Strada commercial complex, a key landmark along the route.

Investigation Underway

The PSP's traffic division is leading the inquiry into the crash, examining whether driver impairment, mechanical failure, or road conditions contributed to the loss of control. Preliminary accounts suggest the striking vehicle may have drifted from its lane without braking, but no official determination has been released. Forensic teams collected evidence at the scene.

Investigators will also review whether adequate warning signage was in place for the Vialsil work zone and whether the crew followed mandated protocols for night operations. The company has cooperated with authorities.

The Instituto Nacional de Emergência Médica confirmed that all injured parties received emergency treatment. The exact extent of injuries and hospitalization status were not immediately disclosed.
