Hygienization procedures were applied, and officials have already received results from the first two counter-analyses — both negative. A third and final test is scheduled for this week. If it also comes back clear, the facility will be fully cleared.

In both locations, only the changing rooms are closed. Classes, training sessions, and other activities continue unaffected.

For anyone using Valongo's public sports or school facilities, the practical takeaway is reassuring: your risk remains minimal. The detection of Legionella bacteria in water systems does not automatically translate to illness. The response was nearly identical: immediate closure, disinfection, and counter-analyses. No illnesses were reported there either.

What these cases reveal is a functioning detection system rather than a failure of public infrastructure. Portugal recorded 489 Legionella cases in 2024 — the highest number in a decade — but that spike reflects better surveillance and mandatory reporting, not necessarily a surge in actual risk.

The DGS guidelines require that hot water systems maintain temperatures above 50°C to inhibit bacterial growth, while cold water should stay below 20°C. Stagnant water in infrequently used showers — such as those in referee changing rooms that might see action only on match days — creates ideal conditions for the bacteria to multiply between 20°C and 45°C.

How the Protocol Works in Practice

When Legionella is detected, Portuguese law establishes a clear chain of action. The local health authority — in this case, the Public Health Unit for Valongo — must be notified. The affected water system is shut down. A qualified technician performs thermal or chemical disinfection, often flushing the system with water heated above 70°C or applying approved biocides.

Then comes the waiting period. Three counter-analyses, spaced according to technical guidelines, must all come back negative. This typically takes 10 to 15 days. Throughout this time, the facility operator must keep detailed records of all interventions — a legal requirement that persists for five years.

Braga, to the north, has taken a particularly proactive stance. Health authorities there, partnering with InvestBraga and Civil Protection, launched an initiative urging local businesses to audit their own cooling towers and water systems. The campaign came in response to rising case numbers since late 2023.

What Happens Next

For Valongo residents, the next one to two weeks will bring confirmation that both facilities are fully cleared. Municipal officials have stated clearly that "the safety of all those using these facilities was never compromised."

The broader lesson is that these incidents, while unsettling, demonstrate public health infrastructure operating as designed. Quarterly testing caught contamination. Protocols mandated closure. Disinfection followed. Verification is ongoing. No one got sick.
