Portugal's Instituto da Segurança Social (ISS) is implementing a mandatory security upgrade to the Portal da Segurança Social, requiring all users to activate two-factor authentication (2FA) by May 12. This change applies to anyone accessing the portal using their NISS (national social security number) and password.

Why This Matters

Activation deadline is Sunday, May 11. Starting Monday, May 12, the portal will require a second verification step—no exceptions. Users who have not validated their contact details beforehand risk being unable to access their accounts.

Two-step login is now mandatory: After entering your NISS and password, you will receive a verification code via SMS or email. You must enter this code to complete login.

Email login becomes available: Once 2FA is activated, you can simplify future logins by using your registered email address instead of recalling your 11-digit NISS.

Real-time payment updates are now live: Payments made via Multibanco or MB Way now appear instantly on your portal account with automatic receipts—replacing the previous multi-day confirmation process.

Security Context

The ISS issued a security alert in March warning residents about phishing attempts targeting the Segurança Social brand. Scammers have sent fraudulent SMS and email messages claiming to be from the agency, attempting to trick users into clicking external links or sharing sensitive information. This mandatory 2FA implementation strengthens protection against unauthorized account access.

What Happens Starting Monday

When you log in to the Portal da Segurança Social on May 12 or later using your NISS and password, the system will prompt you to enter a verification code. That code arrives as SMS or email to the contact details you have on file. If you have not validated both your email address and mobile phone number beforehand, you will be unable to receive the code and therefore cannot access the portal.

The ISS deliberately set this deadline to manage support requests and system load. Businesses underwent this transition in late February without major incident. The agency has expanded call-center availability and added online chat support for the transition period to assist individual users during the rollout.

Setup Steps Before Sunday Night

Log into the portal now and navigate to your account settings. Locate the two-factor authentication (2FA) section and enable the feature. You will then need to verify your registered email address and mobile phone number by confirming receipt of test verification codes sent to both. Users without a validated phone number or email on file will be unable to complete 2FA activation and therefore cannot use the portal from May 12 onward.

For those who have already activated 2FA voluntarily in the past week, no additional action is required. The system becomes mandatory for all remaining users on Monday.

The setup takes approximately five to ten minutes. The immediate benefit: after Monday, you can log in using your email address instead of your NISS, eliminating the need to remember an 11-digit number each time.

Residents Abroad and International Numbers

Portuguese residents living abroad should ensure their registered phone number can receive SMS from Portugal—your telecom roaming plan determines reception capability. The ISS system can deliver verification codes internationally. Email-based verification offers a reliable backup; ensure spam filters do not block automated messages by whitelisting addresses containing "seg-social.pt."

Payment Recognition: A Quieter Modernization

The ISS has upgraded its payment-processing system. Multibanco and MB Way transactions now update your account immediately upon clearing, rather than requiring several business days for manual confirmation.

Previously, freelancers and sole traders paying contributions had to wait and check back repeatedly, complicating applications for benefits requiring proof of current payment status. Now, the moment your payment settles, your portal displays the updated balance, and a receipt is automatically generated and available for download. A notification sends the receipt to your registered email—creating a clear audit trail for tax compliance or benefit applications.

For monthly contributors or employers managing payroll deductions, this real-time visibility eliminates administrative delays.

What the ISS Will Never Request

Important: no official communication from the Segurança Social contains clickable links to update security settings or account details. Any SMS, email, or WhatsApp message claiming to be from the agency and asking you to click a link, enter your password, or share bank information is fraudulent.

Scammers have used spoofing techniques—making messages appear to originate from official numbers—and designed fake login pages resembling the genuine portal. The key indicator: legitimate requests for sensitive data only occur when you initiate them directly through the actual portal.

All account changes, security settings, and contact-information updates must be made exclusively by logging into in your web browser, typing the address directly rather than using links from messages.

Support and Next Steps

The Segurança Social has expanded call-center availability and online chat support for the transition period. For in-person assistance, visit a Segurança Social office and book an appointment through the portal or by phone to avoid long queues. Residents in smaller towns should verify office hours in advance, as some satellite locations may have reduced availability.

You have approximately four days to prepare. The five-minute activation process takes less time than a coffee break and protects your account access when the mandatory requirement takes effect on Monday, May 12.
